You have to hand it to CCTV. They sure know how to put on a good show.
Not that the latest display of political theater the selection of China's next group of leaders wasn't exciting in and of itself. The change of Communist Party leadership comes along once every 10 years about as often as a total solar eclipse being visible in northern Australia.
With considerable fanfare, state TV gave its version of gavel-to-gavel coverage of the Communist Party's 18th Party Congress, more commonly known as '18 Da' or the Big 18. This was effectively the party convention and an election rolled into one. While the congress is held every five years, many of the leaders serve two five-year terms, removing some of the excitement at times even if it allows the leaders to make a somewhat bigger mark on the political landscape.
Even though the Big 18 drew to a close on Wednesday, China kept most of its citizens 伟 and the rest of the world 伟 on pins and needles for another day as party heavyweights needed to meet once again to approve the composition of the key Standing Committee of the almost all-powerful Politburo.
On Thursday, the big media event wasn't quite a press conference it was the press meets the new Standing Committee. Made up of nine worthies last time around, their ranks were thinned to seven this time and no questions were taken. Save that for another time, perhaps.
Reporters were told that security checks would begin at 8.30 am and two hours later they would be escorted into the press area of the Great Hall of the People. By then CCTV's coverage was well under way, with a split screen showing the noisy assembly of reporters awaiting the big event on one side while reporters offered commentary on how the rest of the world was swept up in the excitement on the other.
CCTV wasn't able to serve up a running tally of the vote or provide exit polls from the party delegates, so it lacked predictions on the eventual leadership lineup. Also missing from the broadcast were any holograms or interactive screens. But the station did have some tricks up its sleeve.
One of its more riveting devices also a handy way to fill up air time 伟 was to read out the roster of the Communist Party's Central Committee (all 205 full members followed by 171 alternates) undaunted by the fact that the names had been announced in the same exciting fashion on the main evening news on Wednesday. (The drama of that nearly 12-minute segment was enhanced as the names were displayed in bold white characters on a brilliant red background.) As they were the night before, full members were announced in order of the number of strokes in the Chinese characters in their names. They were spared the potential embarrassment of the alternates, who had their names read out in order of the number of votes received. Meanwhile, the steady march to the end of the list was occasionally punctuated by a parenthetical pause to denote females and ethnic minorities.
With still no sign of the new leadership team, CCTV turned to its correspondents to help fill in the gaps with observations on the view of events from abroad. From Tokyo, its correspondent noted the interest in the meeting while a helpful caption read 'Japan's media pays attention to China's new leadership.' That was quickly followed by an analysis of the view from Australia enhanced with the characters reading: 'Australia pays attention to the successful conclusion of the 18th Party Congress.'
With excitement still building, CCTV then offered a glimpse of foreign media reports on the meeting and a selection of comrade-in-the-street interviews from around China. And finally, it called on its own studio analysts.
Asked about how it designed its coverage plans, CCTV declined to comment, though an official helpfully suggested that the Wall Street Journal talk to the Media Center, which had already sprung into action for just such an occasion at the Party Congress. Asked about planning for television coverage, an employee there said: 'I have no idea, we just handle signals and connections.'
But a few minutes before noon, the agonizing wait for CCTV and the rest of the press corps 伟 was over. The seven anointed ones walked out onto a stage and turned to the assembled reporters. While six stood by awkwardly, Xi Jinping, the party's new general secretary, began his remarks with a brief nod to the long wait for them to appear, perhaps an apology for forcing the state broadcaster forced to ad lib.
Soon it was all over, prompting at least one Chinese reporter to note that 伟 like an airline grappling with unhappy passengers on a delayed flight any further delay might have required lunch boxes for the journalists.
And then it was back to regular programming, with CCTV gaining five more years to map out its coverage plans for the next leadership change.
